Citizens of Russia, India, Hong Kong SAR, Taiwan, Turkey, Mexico, and the United Arab Emirates may enter Malaysia visa-free for up to 30 days under bilateral visa exemption arrangements. No advance application or fee is required — the exemption is granted on arrival at any Malaysian international entry point. Note for Indian passport holders: this exemption is available until 31 December 2026 under the Malaysia–India tourism facilitation programme; Indian citizens should confirm the policy remains in effect before travelling. For Russian citizens, the 30-day bilateral exemption is reciprocal. Passport must be valid for at least 6 months from the date of entry.

Chinese ordinary passport holders entered a bilateral visa-free arrangement with Malaysia in December 2023, allowing stays of up to 30 days without any pre-application. The exemption is granted on arrival at all Malaysian international entry points. China is Malaysia's largest source of tourists and the agreement was designed to facilitate the rapid recovery of Chinese visitor numbers after COVID. The arrangement is mutual: Malaysian citizens also travel to China visa-free.
